Nippon Telegraph & Telephone Corp., Tokyo, will lease space for underground fiber-optic cables to new common carriers and overseas firms. The company plans to charge companies several million yen annually to lease and maintain cables in central Tokyo. The Ministry of Posts and Telecommunications recently lifted foreign capitalization regulations on Type-I telecommunications companies, which are firms that own their own lines.
