Southern New England Telephone Co. in New Haven, CT, and TCI Telephony Services of Connecticut Inc. have signed an agreement that lets both networks interconnect local telephone service. Connecticut opened its markets to local and in-state toll competition two years before the rest of the nation, with passage of reform legislation in 1994.
