Level 3 Communications (NYSE: LVLT) has named Andrew Dugan to the position of chief technology officer (CTO) and Atilla Tinic to chief information officer. Both appointments take effect immediately.

Dugan has been with Level 3 since 1998. He was named interim lead for the Global Technology and IT Organization this past June. He will continue to focus on global network technology, architecture, engineering, network systems, and security.
Before joining Level 3, Dugan designed and built transport network support systems, enhanced voice services platforms, and next-generation voice switching networks for MCI Worldcom. He also has worked for AT&T Bell Laboratories.
Tinic, meanwhile, joined Level 3 in 2014 as part of the tw telecom acquisition; he had been with tw telecom since 2004. His most recent role at Level 3 was senior vice president of IT. Tinic now is responsible for Level 3's global IT organization and its role in service innovation in collaboration with marketing and network technology.
