February 20, 2002--Media Fiber LLC, a Colorado-based company that constructs and leases metropolitan conduit last mile infrastructure systems using natural gas distribution rights-of-way in Latin American cities, today announced an exclusive partnership with Tractebel, a global energy, gas, and infrastructure company, and CH2M HILL, a telecommunications design, engineering and construction services firm.

Media Fiber LLC, a Colorado-based company that constructs and leases metropolitan conduit last mile infrastructure systems using natural gas distribution rights-of-way in Latin American cities, today announced an exclusive partnership with Tractebel, a global energy, gas, and infrastructure company, and CH2M HILL, a telecommunications design, engineering and construction services firm.

The partnership was formed to design, construct, and deploy an underground conduit network that will allow telecommunications companies to deliver fiber-optic connectivity to several million industrial and residential customers in the cities of Guadalajara, Tampico, and Queretaro, Mexico.

"This partnership represents an enormous step toward improvement in the telecommunications, data transmission, and entertainment infrastructure currently available in Mexico," explains Ricardo Delgado, president of Media Fiber LLC.

Media Fiber's exclusive right of way agreement with Tractebel allows them to distribute and route conduit systems in gas pipeline trenches in Mexico.

"Installing fiber-optic conduit lines in the same trenches used for natural gas pipelines is a double win for the region," contends Hector Olea, president and chief operating officer of Tractebel Mexico.

The agreement also allows Media Fiber to become a low-cost supplier of a last mile network that will be readily available to telecommunications companies willing to expedite strategic planning of high-speed information systems infrastructures in parts of Latin America targeted for data transmission, entertainment, and telecommunications last mile distribution.

"By combining our installation efforts and sharing trenching costs, we will be minimizing construction impacts to the local communities while supporting Mexico's increasing demand for reliable, cost-competitive energy and advanced telecommunication technology," claims Olea.

The CH2M HILL Communications Group will be managing systems engineering and planning, conduit design, and construction inspection for the project and will provide support from its telecommunications design center in Santiago, Chile. The CH2M HILL Communications Group has designed and built telecommunications systems throughout Latin American countries.
