Britain`s Telewest Communications plc plans to invest US$82.85 million to develop a national fiber-optic network with Racal Electronics plc. The network would link Telewest`s cable-TV franchises in Britain and significantly increase the company`s ability to bypass British Telecommunications plc`s system.
