    Electric Lightwave Inc., Vancouver, WA, has joined with electric and water utility srp of Arizona to provide communications services to the valley area surrounding Phoenix, AZ. Electric Lightwave will lease capacity on srp?s 250-mi fiber-optic network and link it with the telecommunication company?s existing network in downtown Phoenix. Electric Lightwave is a subsidiary of another utility, Citizens Utilities.
