China and five Southeast Asian countries are expected to sign a detailed action plan to develop an 8000-km fiber-optic cable network. The plan builds on a memorandum of understanding signed last year for a $400 million China-Southeast Asia Terrestrial Cable System slated to connect China with Vietnam, Laos, Thailand, Malaysia, and Singapore.
