(New York City) national licenses to build a telecommunications network infrastructure and sell voice telephony services in Belgium. The Belgian licenses represent the final national regulatory approvals required for construction and operation of Viatel?s Circe Pan-European fiber-optic network, connecting business centers in Belgium, France, Germany, the Netherlands, and the United Kingdom.
