    GTE Government Systems Corp., Needham Heights, MA, has established a new organization--GTE Telecom International Inc.--to provide large-scale integrated communications systems to telecommunications and corporations worldwide. GTE Telecom International provides hardware and software engineering, installation, operations and maintenance skills for complex terrestrial programs that include switching, fiber optics and network management.
