State-owned Mauritius Telecom, Port Louis, Mauritius, has signed a supplementary agreement to the South Africa-Far East Memorandum of Understanding between Telekom South Africa and Telecom Malaysia to lay a submarine optical-fiber cable across the Indian Ocean to link Southern Africa and Southeast Asia via Mauritius by the year 2000
