James J. Poynter has been named president and chief executive of the Laser Precision Div. of Utica,

James J. Poynter has been named president and chief executive of the Laser Precision Div. of Utica, NY-based GN Nettest. His experience includes eight years with TeleSciences CO Systems as president and chief executive, 10 years with GTE in operations and marketing positions, and five years each with Stromberg Carlson and Applied Computing Devices in senior management positions. Poynter is active in the TIA and ITU and is a frequent speaker on technical and operations issues. He is a member of the ITA International Committee and the ieee Presidents Association.

Gerry Rosenblatt has been named manager of technical and regulatory affairs for the Telecommunications Industry Association (TIA), based in Arlington, VA. He will manage and coordinate activities within the association`s satellite, mobile, network equipment and technical divisions. Rosenblatt will also participate in and represent TIA at national standards-setting meetings. Grant E. Seiffert has been named director of government relations for the TIA. He will monitor the development of public policy affecting the telecommunications industry, with emphasis on federal legislation and regulation. Seiffert joins the TIA after serving as a legislative correspondent in U.S. Senator John McCain`s (R-AZ) office in Washington, DC.

Giovanni P. Tomasi has joined Chromatic Technologies Inc., Franklin, MA, as the director of product marketing. He is responsible for the development and implementation of sales and product marketing plans for the company`s standard and specialty line of loose-tube and tight-buffered fiber-optic cables. Before joining the company, Tomasi was the market manager of fiber optics for bicc Brand-Rex.

Alfonso J. Cioffi has been named vice president of engineering for reltec Corp.`s Lorain Products Div., Lorain, OH. He will be responsible for the overall direction of the company`s engineering efforts, including development of the next generation of products and the enhancement of new systems and procedures. Previous experience includes nearly two decades at AT&T, in power electronics, engineering, marketing and manufacturing. Michael Pratt has been named vice president of the Access Business Unit of reltec`s rtec Systems Div., Bedford, TX. He will be responsible for new business development, marketing and engineering. Pratt previously worked at DSC Corp. for six years. He began his career at Bell Laboratories.

Scott C. Chandler has been named president and chief executive of State College, PA-based c-cor Electronics Inc. For the past six years, he has held key positions at us west, most recently as vice president and general manager of us west Communications Cable & Multimedia.

Jerry Green has been appointed CTI product manager for Toshiba America Information System Inc.`s Telecommunications Systems Div., in Irvine, CA. He will manage the continued development of Toshiba`s computer telephony integration (CTI) products and manage the company`s tapi Developer`s Program and CTI development lab. Before joining the company in 1995, Green was co-owner and vice president of operations for Southern California TeleCenters, a Toshiba dealer.

Irene M. Qualters has been appointed a member of the board of directors for Minneapolis-based ADC Telecommunications Inc. She will serve in office until reelection by shareholders at the 1997 annual meeting. Qualters has held the position of senior vice president of the supercomputing systems business unit of Cray Research since mid-1995. She has also served as vice president of software development, and held software programming management positions at Cray.

Christopher Carmon has been named manager of computing and network operations for Microelectronics and Computer Technology Corp., based in Austin, TX. He will be responsible for planning, designing and implementing the company`s computing and telecommunications systems. Carmon`s more than 20 years of experience in managing information systems includes serving as client/server senior systems analyst with John J. Coleman Associates. He also spent 20 years with IBM as a senior systems analyst, product development manager and manufacturing test engineer.
